I was always told that if cutting any container which had flameable liquids in it , the container should be completly filled with water first(No Air Pocket). Filling with water would push out the fumes. Leave the water in the container while cutting. I have never tried this , but it makes sence. One time I did experience being at the scene where some one didn't use this method. Not a nice site. His face was literally wrapped around the back of his head , after trying to cut open a 55 gallon drum with a torch. It was the most powerfull blast I have ever herd in the area. I thought the person was dead. Believe it or not , he lived.
