Look for debris between the control valve body assembly and the protective sheet metal cover. Sometimes a twig or stick will get in there and keep you from getting full range of motion. I�d start off by cleaning everything up in that area.
Might have to overhaul the o-rings in that valve body. It�s not terribly difficult or expensive. Just make sure you get viton o-rings.made for hydraulics not the ones you get at the hardware store.
