Check and clean sparkplugs, adjust valve clearance to specs, and maybe check your spark out. I don't know if you have mag or distributer. If still has the sputter I would do a compression check. I am assuming you have all the bugs worked out of the carb and it is adjusted to specification. Just taking the carb off and putting it back on shouldn't have flubbed up your governor but maybe it was out of adjustment when you got the tractor. I would say the problem may be any of the above but just go one by one and use the process of elimination. Ussually bad valves will make a popping noise if they are burnt out or something.
