I think the lift pump on this model feeds the filter so you need to see of it is working by working the lever under the lift pump and seeing if it will over fill the filter housing by loosening the top bleed nut on the housing.
After you get the lift pump and filter working and purged then bleed the injection pump by loosening the bleed nut on the outer side of the injection pump. This is toward the front of the pump. I don't know if the pump top has a drain, but you need to get any old fuel out of the top reservoir. Pumping the lift pump may suffice, but I am not familiar with this particular Simms injection pump model.
If this all works out loosen the pipe nuts at the top of the injection pump and start the engine until diesel comes out of these pipe nuts. tighten them then loosen the pipe nuts that go to the injectors. Start the engine until diesel comes out of the injector lines, then tighten them.
