A bad seal on the Hydraulic pump can cause the pump to lose its prime or simply draw air causing the lift not to operate all the time. A bad oring seal on the dump valve can also do the same thing. As far as not lifting all the way, this can be the sensor pin that slides on the rockshaft cam is probably worn down or worn off causing the linkage to be out of adjustment. If the pin is just worn some, it is possible to adjust the linkage through the side plate that the pto shifter is on. Hope this helps.
