I just "adjusted" a pair of boots. Take a piece of 1 inch iron pipe and bend it like a hockey stick. Drill a half inch hole across near the bent end. Put a carriage bolt through the pipe with a nut on each side. (to get the head off the side of the pipe) Put this in good vise and slide the boot on the end of the pipe to position the bolt head where the boot is tight. Move it back and forth in the tight area while beating on it with a rubber hammer. I have done this several times. It helps to oil the area first to soften it up.
