Just to get a better picture of this; the oil furnace blower is used to distribute the air from the heat pump, correct. Is it actually firing the burner or is the blower just coming on? If just the blower and there is a old style fan control switch, it may be bouncing on the switch. Is there a dual fuel control set up for the heat pump and the furnace that is separate for each other or is the thermostat controlling both, or is the heat pump controlling the furnace. Is this a new set up? A comment, some heat pumps will reverse the cycle to defrost and the defrost board may have problems. So many places to look and these are some thoughts.
