Ok, so Lawton is a combiner of local radars rather than a single source low frequency long range, doppler RADAR? That would explain it and the fact that it disappeared.....once detected, corrected.
I understand the ground clutter thing but in doppler ground clutter isn't moving so you can't detect an "apparent change in frequency/distance rate change" as a function of velocity since there isn't any. Snow must have been right on top of AMA and looked like ground clutter. Have no idea.....was back in the '60s when I worked on the systems and they were analog and used for aircraft navigation....ground speed and drift angle.
