The lever under the seat allows you to select draft or position control. Draft control is for implements working in the soil or for tipping trailers. There is no good position in the quadrant for neutral, it is quite hard to find.
Position control is for implements above the ground like mowers, sprayers etc and hitching up implements. The lift arms raise as you move the main control lever up the quadrant in increments.
Draft control is lever up, position control is lever down.
The constant raise problem is most likely a stuck unload valve. This can happen if the lift has not been used for some time. It requires the lift to be removed, the unload valve plug drawn out of the lift cylinder and the unload valve freed off. You will need help or some form of lifting gear to get the top off but not a bad job if you take your time.
