Belt pulley and pto get oiled from the transmission so no seperate level check. You could take out the pipe plug under the belt pulley gearbox to make sure it is getting oil from the tranny. A cup or so of oil should come out. Run the tractor for a few minutes to refill that gearbox before running the pto or refill thru plug on top of that gearbox. You'll need the wiring diagram/service manual to fix the charging and light switch problems or post specific questions here. Nice tractor.
