I would check the injection pump timing first. Sounds like it is retarded from worn drive gears in the pump drive train which happens from normal wear. It is just incomplete combustion in a cold engine and will go away when its warmed up.
If you are mechanically inclined, you can loosen the 3 injection pump mounting bolts and twist the pump slightly (1/8 inch) toward the engine to slightly advance the timing, then retighten.
Or if you want to do it by the book, place a pin in the flywheel at TDC and take the timing window off of the injection pump and see if the marks line up. If not, then loosen the pump mounting bolts and twist the pump one way or the other until the two marks line up, then retighten the mounting bolts. Don't forget to take the pin out of the flywheel and put the cover back on the timing window.
