EPA does NOT require any such thing. Ethanol blended fuels are the result of RFS2007 that requires that a specified percentage of our fuels come from renewable sources. That brought on the big pus for E85 and Biodiesel fuels. Subsidies for ethanol production were part of the big scheme. Due to the fact that E85 was not widely accepted, there was large surpluses of ethanol being produced. It was then blended into gasoline to raise the octane ratings of substandard gasoline. Personally, I don't like it being forced upon us, which is in effect being done just by the limited availability of non-ethanol fuels.
