I like the Baofengs. Yes, they are cheap Chinese garbage but the price is so low it is a good value. While they are technically Ham radios, you can program them (get the programming cord, it's a nightmare to do manually), and set them up for the walkie talkie frequencies (lots of youtubes on them). I also programmed mine to scan local police and fire. I'm scanning two fire, the local police, and the county sheriff.
