The plungers are stuck. I see one a week on average like this. In the scope of old tractors this is a new problem. New as in 25-30 years old. When they changed our diesel to ultra low sulfur this thing took off. As tractors sit more than they used to, more and more are getting stuck. Anyone who worked on tractors back in the day didn't see it. There is no magic juice or apply air pressure while tapping that will help this out. This pump needs a simple reseal. Not expensive, just necessary. The parts breakdown shown below is of a Roosa pump, just not the one on a 3020. Make a few calls and price check. resealing pumps doesn't cost that much. 3020 is a tractor that holds its value well, don't risk train a wreak on trying to save a dime or two.
