Hi the 354 has same clutch setup as B-414, 434, 444, 384 and many other models originally build in Bradford, UK but some were shipped to USA in crates and assembled in Louisville, KY. Re PTO clutch problem, can be clutch pedal out of adjustment, frozen PTO clutch plate to the flywheel or the pressure plate fingers are out of adjustment.
DO NOT FORCE the PTO lever into gear or you will shear the roll pin off in the PTO engagement mechanism.
