The state is not helping but a lot of problems exist without the state interfering. The dairy industry is its own worst enemy by adding cows when the least bit of positive news comes about and now a larger portion of the population does not consume milk. The canning factories declined because they wanted more consistent quality and production. Grain crops have always been inconsistent and the thing NY does best which is wheat is tougher to market currently. Most soils here cannot produce corn consistently on a profitable basis. NYS is a great place to live but is tough sledding in a lot of ways compared to quite a few other states.
