If you google air line plumbing technique or something of that order they show moisture drain drops at different points in the system,when we did our shop years ago there were schematics on how to do it that I used. Most of the moisture traps were at the end of runs and had a ball valve to drain water every so often. The outlet on the tank is higher for the same reason,to attempt to keep moisture out of the line,if you're going to spray you need to have a regulator with a filter in that designated line to trap the moisture that is generated during spraying that doesn't get time to settle.
