Supply line from trans pump to filter is internal. The external line going to the front pump is what you are looking at. Make sure the shaft going into the front pump is turning. Most likely problem is after sitting for 13 years the trans pump (and other hyd components) has bled down and is dry. The pump is probably not priming itself due to lack of residual oil and possibly pump wear. I would not be worried about wear if you can get it to prime and it keeps working after that. Try running it at wide open throttle with the clutch engaged for a minute or so and see if it primes. You could also overfill the transmission to raise the oil level to the pump level. If you do that be sure to drain it back to the proper level or you will create excessive heat and power loss due to the resistance of the oil.
