I've used a sheet metal screw with an oring.
The screw and oring can be put in with fuel in the tank. Not too tight, just enough to seat the oring. The oring stops the fuel flow, sand or wire brush down to bare metal.
Then cover the screw and surrounding area with JB Weld or your favorite epoxy. You can even paint the area to hide the evidence.
