I had to re-solder the drain tap into the bottom of a tank. It took a few tries to get the surface clean enough so that the whole area that I needed would tin but it finally did. The residual fuel in the tank started burning during the process so I had some soot to clean out. I think that your best bet would be to braze it. The biggest concern is of course that you may have a large area that is about to penetrate. I would put a light down in it in order to see how that area looks from the inside. If it is too large an area to braze a repair coating like Red Coat may be best.
