Yes you can help bean emerge when the ground crusts over. The window of doing good is only about 24 hours long. The bean sprout will break or try and grow down if you do not get it done soon enough. This is a worse problem on ground that has some sand in it. Dig up a few beans and see what the sprout is doing. if it is just about to flip through the soil then this is the time to go.
