I think you are on to something there. I bet the box and base are merely resting on that spot. The darker pavement not having been bleached by the sun and is currently a few inches out of place.
When it snows the city might just pluck it to the side until the street is cleared. Being moveable it would also reduce damage to vehicles and to the box as well.
