Without seeing how your tractor runs, it's hard to say if a tune up for your tractor would help or not.
A sickle mower takes much less power than a rotary mower. A rotary mower takes less power to cut dry brittle material than for tough wet material. Could you cut everything down with a sickle mower, let it all dry for a few days, then go over it again with the bush hog to shatter it all into small bits? Would letting a neighbor bale the grass be an option?
