Looks like a good price. But - when it's not running, you are buying the faith of the seller. Maybe it will run, kinda. Maybe it won't. If it does run, how long will it run. Leaks, head gasket blown, rod knock, etc.
Some tractors are put up just because, but many or most tractors are put up for a reason. Without knowing the reason it was put up, would advise making it turn over at a min, and get compression readings.
