Having to see a back cracker instead of where you should be going sounds about right for the V.A. Always seems the left hand and the right hand and the brain are never connected when it comes to many things in the V.A.
As for me and my right knee thing I called the DAV a couple weeks ago and was told my case was pleaded for by a DAV rep not long ago but that is all I know other then there is something like 400,000 others in the appeal thing waiting. Sadly many who are waiting will probably die before they get any thing. Last I had heard any thing other then the call I made was back in 2015 so it is more of the hurry up and wait. VA wants you to do things by a set time but when it goes the other way well you wait for years
