Goes back to the "ask any two officers the same question, you'll get THREE different answers." These officers have hundreds of laws to memorize and keep straight, and that's just for towing and hauling, not all the other traffic laws, and it's humanly impossible.
The officer might remember the "separate tiedowns on all 4 corners" one day but the 10,000lb rule slips his mind. He could just be hassling you, looking for you to "mouth off" so he can nail you for something, but thinking that way is not productive.
