Bill Hirsch Auto has been selling this stuff forever, similar to Red Kote I suspect, a single-component liquid material. I suspect a lot of antique auto part outfits that are closer to you than they are handle it, but you can buy it direct from them as well, here's the link below. Minimal cleaning of the tank interior is necessary, just try to loosen up the bigger stuff and dump or vacumn it out before using the sealer. White in color, I have used it on several tanks ..... along with the Red Kote stuff, that's also very good.
