If you have the two stage dry clutch,and multi-power,the multi-power can have a problem in it's hydraulic circuit.There are two shafts and what Ferguson calls a manifold to feed those hollow shafts.The shafts have piston sealing rings,and they wear into the inside of the manifold where they ride.They also wear their lands,or grooves they ride in.When the multi-power is in the high position the leak is exactly in the middle of the PTO clutch.If you don't use the high position it won't leak,but in low you have the free wheeling.A rototiller with free wheeling is a problem.I bought one with this problem in 1980,the only cure was two shafts,and a new manifold.The parts were about $900.at the time,so I learned to live with it.I bought a new Kuhn tiller with that tractor and my experience was the same as yours.The bush hog is fine,the PTO just drags a little when engaging it.
