Has it ever been possible to get proprietary detailed part drawings from manufactures so a guy could manufacture his own replacement parts instead of buying new parts from the manufacturer or a licensed third party seller? No. Why would proprietary software be different?
If a guy wanted to build his own crankshaft he can measure the dimensions of a crankshaft, but he will need to determine the material, dimensional tolerances, manufacturing processes, and heat treat methods on his own. If he tries to sell his crankshafts to others, he will run into copyright laws. The same with modifying proprietary software.
