How many corners are coming up? If it's just a few corners I would gently lift the corner and squirt some liquid nails under it. If it's most of the corners it's trying to tell you the floor is all coming up. Better to peal it all off and start over. The floor surface needs to be very smooth. If not some of the box stores sell 1/4" birch plywood floor underlayment you can glue and nail to the floor if it's a wood floor. If it's a concrete floor Mapei makes a skim coat leveling compound which gives a good surface to work off of. Then Henry makes a peal and press floor adhesive. I find the stuff to be too thin so I use two coats. With two coats the tile sticks good.
