The general rule is that the RECIEVER of a shipped firearm who must hold a FFL and therefore be the agent who ensures the final receiver of the gun can legally possess that gun.
An individual who is the legal owner of a firearm may ship a gun directly to the manufacturer (who obviously is licensed by the BTAF as a manufacturer) for repair.
