The first diagnostics is to hook up a scanner with bidirectional controls and do a sweep test on the gauges if a no go a stepper motor is normally the problem. The scanner should be able to tell you the percentage of fuel in the tank and the speedometer reading I have been bit and had to dig deeper for the problem because I jumped the gun on the stepper motor issue. On the later chebbys its a sure bet that its a stepper motor but not on earlier chebbys :(.. I have also seen the stepper motor and the fuel gauge be bad at the same time diagnostic are straight forward on the fuel gauge once you have the cluster out...
