A uniform number of strokes per bale will give you uniform bales, all the same length and weight. I'd imagine that helps with any sort of automatic bale collection/stacking system you might be using.
Probably something else for the horse people to be fussy about too. Last time I dealt with horse people they pawed through the wagon rejecting "dusty" and "light" bales.
