The "regulated" part of the 2nd Amend has been researched and refers to the militia having arms of similar capability tot hat of a standing army, ie- the militia (able bodied citizens between 16 and 60 back in the day) shouldn't be limited to rocks and slingshot while a standing army would have muskets, rifles, swords ,etc.
Beyond that, the 2nd Amend has 2 parts to it. Yes, there's the militia aspect, but there is also a right of possession by the individual part. You can't separate one from the other.
