You need to find a different shop. I found one near Des Moines, Iowa that wanted $450 to rebuild a Long back hoe cylinder that I bought new from a Long dealer for $229. I won't go back to that hydraulics shop again.

A cylinder seal kit tends to run about $8 to 20 around here. It does take some big tools to is hard to do on your own, but I've found a one man machine shop that charges me $25 plus seals (and I generally take him the maker's seal kit) to reseal cylinders. Sometimes just getting a cylinder apart is a major pain. Getting a piston loose from the piston rod is often a problem, you can't grab the piston rod with a vice or you'll mess up its surface and the yoke on the end won't handle 500 ft pounds of torgue. My friendly machine shop uses soft steel v-blocks and his hydraulic press to hold such assemblies, as well as the cylinders while removing the ends. 25 years experience in fixing cylinders is a definite benefit in figuring out the puzzle of disassembly.
