In Illinois assessed value is 33% of value but farm land is a ratio of several things, interest rates,etc. So high priced land has not raised taxess that much yet. The tax rate is the most important because that provides the money for all of the budgets.
My largest tax expense is schools, 60-65%. The main expenses are buildings, sports, and pensions. If everyone was on social security, this would be more fair. Certain ones can get up to a 6% raise for 3 years before retirement and the last year salary is used for the pension. Quite a bit different from SS. If everyone was on SS, such as government officials expense would be more tolarable.
I think one big underlying problem that you are overlooking is the states needing more money is from a phrase that was used several years ago and now again. Trickle down, I think of that being like feeding livestock, the corn goes into the steer, then the hogs are next, and the chickens are last which is the position where we tax payers are.
