If the lift cover is set correctly, the POSITION lever will stop and hold the three point at any given setting, with the DRAFT lever full up. The draft lever is for ground engaging tools, it will raise-lower the three point but it won't hold at any set height as it's not supposed to. That's what the position lever is for. Make sure the correct lever is used for the job at hand. If the position does not act right there may be internal linkage trouble with incorrect adjustment settings.
