My take on it exactly. Lot of pheasants hens siting on the nest, reluctant to leave need a boost. I think some would extend it though to cover the cutter bar . Haven't seen or heard of any in years though. It was not unusual to see a patch of hay out in the field a person mowing had discovered a hen sitting on nest so just left a small area for her.
