Did you replace the third filter up by the radiator? Not that that should stop the second filter from bleeding, but many new case owners dont know its there, and tho rare, they do plug. If the tractor sat for a long time make sure the rack is free so you dont get a run away. The rack is under the round plug with flats for a wrench on the end on the front of the pump. Pull the cap off and make sure it moves freely when the throttle moves.
As far as bleeding the second filter it can take a while, but if fuel is flowing through the first filter it should get to the second. Is air coming out of the bleeder hole?
