BarnyardEngineering covers it pretty well. California is facing what I suspect several other states face................a dominant urban majority population playing a heavy hand in government. After the election of 2016, I looked at some various state maps which showed the counties in red or blue, as to which candidate won in the presidential election in each county. In our state of Minnesota, I believe it was the Twin Cities metro counties, the Rochester area, the Duluth area, and possibly Moorhead, with the counties colored blue, and voting for Hillary. The rest of the counties in Minnesota were red. When you look at California, it was the same story with the primarily rural counties in red and urban counties in blue. I had read an article citing the number of counties and/or land mass in this country voting for Trump in 2016, versus the counties and/or land mass voting for Hillary Clinton. The statistics on this were quite staggering. If you look at the California map, there is a very large "deplorable" geographical area, just like what was seen in the nation's mid-section.
