The country will only change when if the people want it to, and by generations supporting the likes of Papa Doc and Baby Doc, they are reaping the rewards of being a basic failed state. They had a third world mentality long before the US food imports of the 80�s. Evidently the people you dealt with are the slim minority, not the general guy on the street.
