The problem is actually wider than illustrated in your example. Owners of many horse boarding facilities are at fault on a much greater scale. They one day find themselves as business owners facing cost vs. profit and the first thing they do is to threaten the horses health that they're boarders have entrusted them with. They overgraze the horses on too small a plot and eventually they are faced with an overall failure of the grass so that fields they put out their boarded horses on have become dirt and cannot support any feeding. These areas with destoyed grass may take years to recover. It happens frequently. Or they buy poor quality hay or do not feed their horses entrusted in their care enough also shorting them on grain.
The horse boarding industry is largely a function of the economy. When the economy is booming they prosper. When economy goes in the ditch many boarding facilities go belly up and the horses being cared for suffer as well.
