If it is not ice then look at the thrust bearing in the bottom of the pedistal between the front wheels. That bearing takes the whole weight of the tractor and hardly ever gets greased and if it is tried to grease it is with the weight of the tractor setting on it so the greas cannot be pushed into where it is needed. To do a good job of greasing that spot you have to jack the tractor up to take the weight off that bearing, in other words let the wheels hang and while greasing turn the wheel from side to side. If a lot of shimmy in front going down the road most likely it will be in those same 2 bearings at the bottom.
