Sounds like trash in the needle/seat, or the float level is out of adjustment.
The fuel supply to the carb must be very clean. There may have been some trash come down the line, or some may have gotten in when the final connection was made.
If there is rust or trash in the tank, it will need to be taken off and cleaned. If flaking rust, that will have to be dealt with, cleaned out, sealed with a liner, or the tank replaced. Be sure the sediment bowl is clean and the screen in place. Try disconnecting the line from the carb, open the fuel valve, catch the flow in a clean glass. If trash comes down, that will foul the carb.
Once you get clean fuel, and the line runs clean fuel, reconnect it to the carb. There is a drain plug in the bottom of the carb, remove it and let the bowl drain. Open the fuel valve, let some clean fuel flush the carb, then replace the plug. Sometimes that will flush the trash out of the needle/seat. You can try several times.
If it still floods, the carb will need to come apart and cleaned, possibly the float level adjusted. Not a difficult job, ease it apart and can probably save the gasket.
