The shaft is for "load sensing" for load and depth control of the 3-point hitch. There's a seal at each side of the main tractor frame casting.
If you go to www.jdparts.com and click on "Previous Parts Catalog" and look up the parts catalog for your 2640 you can see parts breakdowns and look up parts numbers.
I suggest posting at the DEERE-specific Forum lower down on the page. I have replaced many of those seals in larger tractors, but never a 2640, so I can't comment on any more specific details.
