It is hard to know if there is water at the bottom. Pull the lowest drain plug (usually at the bottom of the rear end housing and see if oil comes out. If nothing comes out, it is probably blocked with ice. I did not know this many years ago and destroyed the TA on a Farmall 300 by trying to force it to move, thinking that I was only dealing with stiff oil. Lesson learned: Don't force anything.
Another possibility is if this tractor has the disc brakes. Due to close clearance between the friction discs and the steel, I have had rust lock them up. But they can be loosened by loosening the bolts holding the disc brake housing from the side of the rear end housing. With the rear wheels jacked up, move the wheels by hand "bumping" them to the stop point both forward and back. They usually come loose with a few dozen bumps. Usually full disassembly is not required.
