I would drain the transmission oil and check the suction screen...change the hydraulic filter...fill it back up with oil and check it again. If still nothing check the stroke control valve in the head of the main hydraulic pump(if it has a de-stroking screw..screw it in and back out)
Of course..make sure the pump drive shaft and coupler is intact and actually turning the main pump. The shaft could have worn out the splines and just be turning..and not turning the pump shaft
