No, it is revolutions per minute measured on the hammer mill shaft that the manual specifies. And yes, you can make flour. Interesting that we used to change from the small (3/8 inch) hole screen to grind oats and then use the big 2 inch hole screen to grind hay and straw. In later years I just used the big hole screen for grain. The small hole screen was literally wearing out. We found the big hole screen still did an acceptable job of grinding oats for cattle feed. You don't want it too fine.
