Pull the pump off and make sure the suction pipe/tube is not leaking. If it is one of the telescoping type tubes they have an oring in them that can go bad.
There is also a screen in some Fill-rite pumps that is under the pump head. IF this screen (#4) is plugged they will not pump either.
Also pull the cover off the pump rotor (#5) and see if the vanes (#6) are free in the rotor. Look in the pump housing itself where the vane run to see if it is smooth. If there is wear/rust pits the pump will not suck at lower levels.
