You more than likely have a bad primer pump. Your pumping air in with the fuel.
What I have done is lightly and I do mean lightly pressurize the fuel tank to push fuel through the filters. I usually use an air gun with a rag to block the fuel tank opening. I hold the rag with my hand so to not blow the tank out.
Open the bleeders. Then use the air to push fuel to the bleeder. Have some one close it while you keep pressure pushing the fuel.
P.S. it helps to have the fuel tank full when changing the filters. Also parking with the front end down hill helps too. This is just when the primer pump is not working correctly.
